KBR Appointed as One Of Two Delivery Partners for South East Water’s Record AUD$1.5 billion Investment Program
KBR, in a new strategic joint venture partnership with Abergeldie Complex Infrastructure and BMD Constructions (known as ABK) has been appointed as one of two Integrated Capital Works Planning and Delivery Partners for South East Water’s record AUD$1.5 billion investment in major capital projects within the utility’s growth, reliability, and resource recovery portfolios.
South East Water delivers water, sewerage and alternative water services to 1.8 million people, from Port Melbourne to Portsea and approximately 30km east of Pakenham. The utility’s new Integrated Capital Works Planning and Delivery (IPD) Model is one of the first of its kind in Australia, covering two regulatory periods, and spanning a 10-year period commencing mid-2023 through to 2033.
The partnership also offers developmental opportunities for all IPD members, covering areas such as strategic planning, functional and detailed design, accurate estimation, and execution of construction projects which will support the upskilling of the wider Australian water industry to adopt similar delivery models.
South East Water Managing Director, Lara Olsen said the new partnership brought opportunities for innovation and optimisation in the organisation’s delivery of essential infrastructure across Melbourne’s south-east.
ABK’s highly skilled team will establish a cohesive and strategic project workflow to plan and execute South East Water’s Capital Program alignment with price determination and adherence to Government policies, ensuring the timely delivery of projects for Regulatory Period 6, which is set to commence in 2028.
To kick off the partnership, ABK has been awarded the first stage of the Dingley Recycled Water Scheme, which will unlock 1.8 giga litres per annum of recycled water to 46 public and private sites.
The integrated team will also be responsible for reporting the performance of the IPD model and provide the required metrics and insights so that improvements are identified, and actions and outcomes are tracked to ensure strategic and program objectives are met while facilitating continuous improvement.
